Setting up Pytorch #12

I have chosen to use pytorch and pytorchrl to estimate things.

I installed pytorch, numpy, jupyterlab etc with mamba.
I then installed pytorchrl using

python -m pip install git+https://github.com/pytorch/rl@v0.1.1

within the environment I created for mamba

I have chosen to use `pytorch` and `pytorchrl` to estimate things. I installed `pytorch`, `numpy`, `jupyterlab` etc with mamba. I then installed `pytorchrl` using ```bash python -m pip install git+https://github.com/pytorch/rl@v0.1.1 ``` within the environment I created for mamba
